The Québec Self-Employed Worker Program is an immigration pathway of the Ministère de l’Immigration, de la Francisation et de l’Intégration (MIFI), designed for individuals with relevant experience to obtain permanent residency in Quebec, Canada.. This program is tailored for professionals and tradespeople who wish to establish themselves as independent workers within the province. By facilitating the immigration of self-employed individuals, Quebec aims to enrich its economic and cultural landscape.

The guide will go through an overview of the program, its eligibility requirements, how it works, the documentation needed, its cost and processing times.

Québec Self-Employed Worker Program – Overview

The Self-Employed Worker Program offers a targeted process for eligible experts to obtain a Certificat de sélection du Québec (CSQ), a crucial step toward becoming a permanent resident of Canada

A self-employed worker is defined by the MIFI as a foreign national who is at least 18 years old and comes to settle in Quebec to work, practicing a profession alone or with others, with or without paid assistance, provided that they:

  • Have the freedom to choose how the work is carried out,
  • Organize their own work,
  • Provide the necessary tools and equipment,
  • Perform the majority of specialized tasks, and
  • Receive the profits and bear the risks of loss resulting from their work.

This business immigration program is designed for individuals who plan to create their own employment by practicing a profession or trade on their own account in Québec. Applicants must demonstrate their ability to become economically established in the province as self-employed workers. This program is distinct from other business immigration streams, focusing specifically on those who intend to work independently without creating a business that employs others.

This program is not aligned with Express Entry, which means that candidates cannot take advantage of the 6-month average processing times of Express Entry.

Québec Self-Employed Worker Program – Eligibility

You can apply to the Québec Self-Employed Worker Program if you satisfy to all the requirements of the program detailed below.

Work Experience

You must have at least two years of work experience in your profession, in your own name, in the five years preceding the date of submission of your application.

Your work experience cannot have been gained in one of the ineligible sectors (see General Requirements below).

Regulated Profession

If you wish to practise a profession that is regulated in Québec, you must hold one of the following documents issued by the regulatory authority governing your occupation in Québec:

  • Authorization to practice your occupation in Québec, or
  • Proof of partial or full recognition of equivalence of training or diploma dated no more than five years prior to the date of submission of your application for permanent selection.

The MIFI’s list of regulated professions identifies the occupations for which a licence to practice is required in Québec. The list includes two types of regulated professions:

  • Fully regulated professions
    • Professions under which all associated jobs are regulated. For example, in the “Financial advisors” occupation (NOC code 11102), the associated jobs of “Financial plannder”, “Investment specialist”, “Securities counsellor”, etc. are all regulated by the Autorité des marchés financiers (AMF).
  • Partially regulated professions
    • Professions under which only some associated jobs are regulated. For example, in the “Construction inspectors” occupation (NOC code 22233), only the associated job of “Home inspector” is regulated by the Régie du bâtiment du Québec.
    • For some occupations, the associated jobs are regulated only if they are carried out in the construction industry. For example, in occupation “Carpenters” (NOC code 72310), only jobs in the construction industry are regulated by the Commission de la construction du Québec.
    • If you plan to practise your profession in Québec in a context in which the authorization is not required, you do not need to take steps with the regulatory authority and to provide documentation to the MIFI.

Québec Self-Employed Worker Program – Application Process

For a better understanding of the process, below is a list of the steps involved in obtaining Permanent Residence through the Québec Self-Employed Worker Program. Candidates must:

  1. Qualify for the minimum eligibility requirements.
  2. Apply by mailing their application to the Ministère de l’Immigration, de la Francisation et de l’Intégration (MIFI), including filled forms, attached supporting documentation, and fee payment.
    • While the application is processed, a request to obtain an attestation of learning about democratic values and the Québec values will be received via Arrima. The principal applicant and members of their family included in the application (spouse aged 16 and over and dependent children aged 18 and over) will then have 60 days to obtain the attestation, either via an online test or by attending an information session if eligible.
    • While the application is processed, candidates may be required to complete an interview with an immigration agent of the MIFI to verify, for example, the accuracy of the information provided.
  3. Apply for permanent residence to federal government (Immigration, Refugees and Citizenship Canada or IRCC) after receiving the Québec Selection Certificate (after Québec processes their application). Candidates need to apply online, and include the nomination documentation received from Québec.
    • Candidates might be able to get a work permit after obtaining the Québec Selection Certificate, either:
      • If living outside Québec or outside Canada, candidates can apply for a Work Permit under the International Mobility Program with a letter of support for early entry issued by the MIFI, or

      • If living and working in Québec, and having applied for permanent residence and obtained an acknowledgment of receipt, candidates can apply for a Bridging Open Work Permit, or
      • If living and working in Québec, and not having yet applied for permanent residence, candidates can apply for an LMIA-exempt employer-specific work permit.
